The Feralstat* site is no longer active but Westlab in Gainesville Fl. will supply megestrol acetate mixed with lactose powder at 1 mg/gm with a prescription called in by a veterinarian.
The cost March of 2012 was  $68.99 for 150 scoops ( 1 scoop doses 2 cats) or $89.99 for 300 scoops.
Megace liquid and Ovaban are also megestrol acetate medications, and feral cat caretakers have worked with their veterinarians to get prescriptions for these products.

*Feralstat was developed by Dr. Caltabiano of Connecticut and his partner Donna Sicuranza . Sadly, Dr. Caltabiano passed away in November 2009.
           From his obituary :
In 1997, as president of Tait's Every Animal Matters, he launched the nonprofit TEAM Mobile Feline Unit, Connecticut's first and only mobile spay/neuter and vaccination clinic for cats. With his oversight, TEAM has sterilized more than 128,000 cats and is now a national prototype. His most recent innovation was the development of FeralStat(r), a feline oral contraceptive created to end feral cat overpopulation and suffering worldwide. He was also a proud partner in his family's restaurant, Tony's Huntington Inn, of Bridgeport.

From web archives, here are pages from the Feralstat site, minus graphics:

At Last! An Oral Contraceptive for Cats.
As anyone trying to curb the growth of a feral cat colony knows, it is often difficult—if not impossible—to trap every cat for spay/neuter surgery before it reproduces. Now FeralStat, a feline oral contraceptive, is aiding in the management of feral cat colonies worldwide.
FeralStat is safe, effective, convenient, affordable...it works. It will enable you, the feral cat caretaker, to become the Last Guardian of your colony.

FAQ:

What is FeralStat?
It is a synthetic progestin (progestogen) that prevents cats from becoming pregnant. It is intended for use in feral cat colonies.
Is it safe?
Yes. The active ingredient in FeralStat was FDA approved in the 1950s and has been prescribed by veterinarians for over 30 years to treat a number of feline disorders. It is also used extensively today in human medicine and has FDA-approval for extra-label use as a feline oral contraceptive. The key to this product's success is the miniscule dosage.
How do I get a prescription?
You must speak to our veterinarian who will prescribe it if it is appropriate for your feral cat colony. Contact us by phone at 860-399-0097 or by e-mail at info@feralstat.com (inquiries must include a contact telephone number for follow up).
What does FeralStat cost?
A four-month supply, specifically formulated for your colony of 1 to 81 cats, is $67. The price decreases for larger numbers of feral cats.
How do I administer FeralStat?
Each packet of FeralStat is formulated specifically for the number of cats in the colony. Each prescription includes 16 packets, or a four-month supply. Mix the packet thoroughly with wet cat food and feed to all cats in the colony once per week.
What if a pregnant cat, male cat, or kitten eats FeralStat?
Although it is designed for female cats, FeralStat has been given to male cats, pregnant females and kittens who are sharing the food supply with no report of negative side effects.
In fact, some FeralStat clients say that not only are there no unwanted kittens being born, but also the general health of the colony has improved.
Should I use FeralStat year round?
Yes. Because it is administered at such a low dose, it is recommended for year-round use to ensure that there are no pregnancies.
What if I miss a dose?
Administer FeralStat as soon as possible after the missed dose. Then, feed it once per week as directed.
Do I still need to spay or neuter?
Ideally, yes. Surgical sterilization is a permanent solution to overpopulation. FeralStat is intended to be used in conjunction with spay/neuter or Trap, Neuter, and Return (TNR) whenever possible.
Are there any side effects to using FeralStat?
As with any drug, side effects are a possibility (please see drug information). However, the only side effects that have been reported about FeralStat have been positive: shinier coats and healthier colonies.

FeralStat is a synthetic progestin that prevents female cats from coming into heat. The active ingredient in FeralStat was patented and FDA-approved in the early 1950s. It is used extensively in human medicine, and has been prescribed by veterinarians for over 30 years for cats with skin, urinary tract, and behavioral disorders. It also has FDA approval for extra-label use as a feline oral contraceptive to postpone estrus in cats.
FeralStat is intended for use as a complement to spay/neuter and Trap, Neuter, and Return (TNR) programs for feral cats. To administer, simply mix FeralStat with wet cat food once per week and feed to all the cats in the colony.
Although it is designed for female cats, FeralStat has been given to male cats, pregnant females, and kittens who are sharing the food supply with no report of negative side effects. That is because a miniscule dose does the trick.
A cat's minimum effective daily dosage of FeralStat is approximately 0.04 milligrams—which is smaller than a grain of sand. In contrast, the daily dosage of this same compound, when used for treatment of tumors in humans, is two teaspoons or 20,000 times the amount.
FeralStat was developed with the assistance of veterinarians, research pharmacologists, chemists, compounding pharmacists and feral cat caretakers.
FeralStat is recommended to curb the growth of feral colonies in places where there is limited access to sterilization services or too many cats for TNR to be effective.
FeralStat is available by prescription only. For information on obtaining a FeralStat prescription, call 860-399-0097 or e-mail info@feralstat.com (inquiries must include a contact telephone number for follow up).
